What is the law regarding hicaps in NJ as a resident?

As a passthrough driver?

Nothing over 15 rounds.  Right now, temporarily blocked to 15 is ok, but our wonderful top state cop is trying to rewrite the rules.  The rules are the same for resident or pass-through.

Basically, keep your guns in a box in the trunk, ammo in a separate box, and don't drive like too much of a butthead.  You've gotta drive at least a little like a butthead or you'll call attention to yourself.
