Call me a math idiot. What would the margin of error by percent to this.... 2 errors out of 3900 tasks?

no enough info on what "margin of error" means.

2 . 3900 = 1 / 1950

thats a 0.0005128205 percent error ratio per occurrence.... but "margin" may mean something else.

If "someone" is costing someone else money or creating a liability issue, it's not so much how many times "someone" done it, but how much is it costing the employer vs what "someone's" value is to them.

I don't think you have given enough information for the problem.
All the info I find has a population, sample size and confidence level, and probably in the problem.
