I download a lot of "tactical" data files.  To house all this data I have multipule hard drives in my computer.  Every so often there is a file that just will not be moved or deleted.  I get an error that states that another programing is using it.  I can do a reboot and it still will not be deleted.  Some times copying it and then deleteing the original file works but not always.  I have to reformat the drive to get ride of these files that will not go away.  Is there a fix?  Virus check shows no viruses.  help.

Disconnect from the internet,You might have to reboot afterward.

Then try to change the file type.
I've had this happen, I usually try to change it to a .doc file.

Then delete it.
