Check the cd burners website and see if they have updated drivers.Where your drivers made for XP?

I believe both applications come with system and drive tests, and Nero comes with a utility called Nero Info Tool (in the Nero Toolkit folder on the Start Menu) that should tell you the abilities of the burner in detail.

If that doesn't help, you may need to perform a firmware update (download from the manufacturer to flash your drive's BIOS), and you should probably get the latest Nero and Roxio updates.

Chances are, it's doing a test of the media and cutting back on the speed to ensure greater reliability.  In your burner software, you should be able to turn off the media test, but be advised that you may start making some coasters.

Good luck!

Make sure your cd-r medium is capable of writing at 48x speed.
