Looks like one of those spinning-type fuses from an air dropped bomb

I don't know what it is, but the rotation of the fins usually arms the fuze.

Size? Weight? Looks more like a large mortar fuze. How do you know it's inert?

It looks like a nose fuse to a Japanese aircraft bomb.

This bomb's designation is: 10kg HE Type 94 "Substitute". Your fuse is a little different, but they appear to be similar.

Edited after comparing the fuses

If you could post a good close-up photo of the writing, I could read it.
And possibly ID it too.

Concrete case? Did they start using these towards the end of the war when strategic materials like steel became scarce?

Do you have any dimensions on the fuze, fellow EOD tech bmick325 has found a close candidate. I will check my pubs at home tonight.

I think I found it, it looks like a Fuze, Bomb, Impact, A-2(b) Type 12 Year

Without reading the thread,

I'd guess an iron bomb fuse.

I tried to write it on paper so you could see it better

the X looks kind of like two crossed cannons?

The last 3 characters are the date “Shouwa 18” which would be 1943.
I am not sure what the crossed cannons mean.
The first character might be "siyou" which means factory or workplace.

Maybe a rubbing would be better?

I tried using a piece of paper and a pencil to get a rubbing image but the character is too faint, it could be that character? probably an arsenal stamp
