There are a couple academic journal articles that I have come across depicting the Park Rangers in the Africa as running basically an anti-insurgency campaign.  Poaching is a nasty business in Africa.

I think several countries have policies to just kill poachers outright. Trouble is, the poachers are heavily armed and more bad-ass than the authorities.

You also have to wonder how corrupt the authorities are.

This is the strongest argument for hunting safaris, since the money all those great white hunters poor into the economy goes to pay for territory and wildlife protection. I have an idiot liberal neighbor who hates hunting and I tried to explain that without economic incentive to save the elephants Africa would let them be wiped out by poachers. National geographic also did a story saying the same thing.
