The source, who has been deployed on secret missions overseas, said Mr. Rumsfeld remains popular within the special operations community despite his political problems over Iraq.

The story states that they are at 98%, that sounds pretty good.  
Its hard to attain 100% anytime but certainly not with current attrition rates and Uncle Sam usually makes it darn near impossible to go over 100%.  For exaple lets say you know you have  a certain number who will retire, normally they can not be replaced until they retire, this leaves a certain amount of lag time.

I am actually surprised at the figure, i wouldn't have thought it would have broke 90%.

I know you get enlistment bonuses in yearly payments, I think the max you can get yearly is less than $5k - or at least that's what I heard 2 years ago from a army recruiter. Not sure how re-enlistment bonuses go.

Not exactly.

I received a reenlistment bonus once (not $150 K).  The terms were that half was paid immediately and the other half at the completion of the new enlistment.

...and Uncle Sam took 1/3 in taxes.  Sure, it was still nice to get it, because every little bit helps with bills and recreation, but anybody who soldiers for the money should have their head examined.

Servicemen are routinely asked to do things that you cannot put a price on.
