Have a plane which is good for carrying stuff, and a case of plastic drop bombs. Could i gel some gasoline and drop those on a fire? What if its to get rid of hazardous brush piles?

Please pardon me.  I must've had a successful humor bypass operation.  I didn't realize this was a joke thread.

Oh, I thought that this was about real planes.
What are those bombs meant to be used for?

Not true Napalm but same basic effect.

As to legality, it's legal only if you use them THE SAME DAY that you make them, and that they produce absolutely no shrapnel (I'm not sure what the opinion on incendiarys is though), if you didn't use them the same day, or they produce shrapnel then it's illegal as you would be technicly makeing a "Destructive Device" as defined by the NFA, you could do it but EACH bomb would requir a completed Form 1, and a Passport size photo, and you'de have to get fingerprinted, you would also requir the signature of your Chief Law Enforcement Officer (CLEO), and pay a $200 tax, then send everything in to the BATF, and in 2-4 months you should get approval to build the bomb.  Again thats for each bomb.  Failer to comply would result in a felony, a $100,000 fine, and 10 years in Federal Prison.  The same is true for Molotov Cocktales.  I'm not sure though if there are any additional requirments for explosives (and yes they would define this as an explosive), and I suspect that there are.

To find out for sure right the BATF tech branch to get an opinion letter, but please be VERY careful how you word your question, and be sure that it's as narowly foccused as possible, as a bad opinion level from the tech branch can SCREW US ALL.

I'd rather not ask, they don't seem to have shrapnel just about a 20 foot fireball. The bomb is two pieces rubber banded together on impact it just pops apart and melts when the cap goes off.

Yes, FAA only allows you to drop non-hazardous items....

ETA Ooops - toy plane not real one...

It might be a DD, but I don't know if the DD rules cover flame...

Aren't molotov cocktails considered DDs?  I'm betting thats because of the glass = shrapenl angle.

Hrm...

Legal or not, I'm thinking Johnny Law will not be pleased with you if he catches you doing this.

U.S. Code defines a DD as an incendiary charge in missile or projectile of more than one quarter ounce. USC179.11a(3) That wouldnt change whatever state/local laws may apply.
Sure sounds like fun.
