How can I get the windows volume control application to have an icon next to the clock in the taskbar?

Should be there by default.  Are you sure you don't have the "hide inactive icons" set?

If it's not checked, go to your control panel and open the Sound & Audio options ...you'll see a check box there "Place volume icon in the taskbar".

Ah got it thanks
There used to be one there but I removed it and couldnt remember how I did it
