I bought a Toshiba netbook 8 months ago and I get an error message after it comes back on from hibernating.  The screen will come on then go off, sometimes once, sometimes twice then returns to normal operation.
An alert window pops up and says "display driver stopped responding and has recovered"
It has windows 7 and apparently this is a common issue.
Anyone else have this problem and is there a fix for it ?

That would be my suggestion. None of my Windows 7 laptops do this, FWIW.

if that dont  work  delete the device in computer management and reboot  let it seek the drivers , i had a vid problem  and that cured it

I've had this happen with my laptop after I put Win7 on it. The problem for me was I have a USB external soundcard and the only driver available was for win xp, the sound card driver was causing conflicts with the graphics driver.

I would suggest uninstalling anything you installed since this started. Also look for the newest graphics driver.

This netbook originally came with windows 7 starter and it was upgraded to windows 7 home premium.
Another issue is its ability to play youtube video or similar tasks.  It starts and stops where my wifes netbook with XP has no problems.
My wife has the same netbook but hers has windows XP.
I am wondering if the hardware isn't capable of operating the regular windows 7, just windows starter.

its possible, but since its only 8 months old I would think it could handle it. I did think regular Win 7 had much more running than starter.
Have you tried turning off Aero, would be worth trying one of the basic or classic themes. Also when you installed windows did you let it install its default drivers?

Post your video card/device specs.

Seems like a video driver issue.

If not, it might be a video related hardware issue.

Reinstall the the OS, has solved all of my 7 issues, select option to not delete installed programs.
