There is a huge debate going on in KY about whether or not they should allow video gambling in the horse tracks. (slots)

Proponents of the slots are showing ads on TV about how Indiana is sucking all our tax money away from Kentucky because gamblers are going to Indiana.

Of course it is not tax money until they gamble it away, so it is actually disposable income that is leaving the state. Indiana just takes a cut.

I think they should allow it in the horse tracks myself. Mainly because the people who are against it act like their isn't a Kentuckian alive that can resist a slot machine. They are stopping just short of saying Kentuckians are too dumb to manage their money.

To get to the slots you have to be in a race track where gambling is already allowed. Both sides are getting pretty hysterical about the whole thing.

If this "bill" is for real, then it is meant as a joke. Our General Assembly is not above a little humor.

Its a resolution, not a bill.  Resolutions are meaningless, like Attorney General opinions.  But it is a real resolution, and it was intended as a joke.

Bills are called resolutions in the legislature and Congress for that matter, HRxxxx, etc.  They all start out that way.  

Besides, this has to be a joke, for pete's sake.

Section 1.   The House of Representatives does hereby encourage the formation of the Kentucky Navy and subsequently immediately encourages the purchase and armament of one particularly effective submarine, namely, the USS Louisville 688 VLS Class Submarine, to patrol the portion of the Ohio River under the jurisdiction of the Commonwealth to engage and destroy any casino riverboats that the submarine may encounter.
