The pic is kind of cruddy but I would take a gander at a late 60's to early 70's Buick GS for that rim.

Pontiac or Buick, the pic makes it hard to tell. But I think MOPAR made a similar wheel to the Pontiac and Buick, but I am betting on Pontiac actually. It looks a lot like a Rallye II wheel that came on the GTO's and Firebirds

Take the "beauty ring" off and measure it in a straight line and at a widest point. Check the wheel stud spacing also, that helps determining who made the wheel. It will most likely be 14x7 or 14x8  or 15x7 or 15x8. Back in the day everyone had different wheel spacing up until early 70s when corporate standard sizing became the norm with everything.

That pic looks like it was taken underwater, but I can tell you it is not a Pontiac rally II. It is noT Pontiac at all.

My guess is 1970 Chevelle rally or a Mopar type. They look very similar.

I agree the pic is bad. I compiled some of the spoked style rallye wheels that are clearer, hopefully will help you i.d. them.

SS Chevelle

This one is obviously not it, but thought I throw it in also

Thanks guys, I'm beginning to think that it is Pontiac.  I believe it came off of my dad's old Pontiac that he spoke of having as a teenager.  That really helps narrow it down.

Mopar had the Magnum rims that looked similar to that, bu tI dont think that is what they are.

It is NOT, reapeat, NOT a Pontiac.

It is either a chevelle or olds.
