How bad is that on an atv? I bought one yesterday and the guy forgot to sign it and lives a long way from me

Probably isn't legally yours until he signs it.
You certainly can't get a new title in your name until he does.

Since you have the title and you have a bill of sale (You DO have a bill of sale, don't you?). Once you submit his title for your new one, that title is history anyway. If you have a BOS, then just sign it.
