What legal process is there in place to exile someone from the US?

I think this is accomplished unofficially by states in the form of non-extraditable warrants.

The US can refuse to renew your passport, but that seems to be a way to force US citizens to come back (for child support and tax evasion usually) rather than keep them out of the country
