                UNITED NATIONS (Reuters) - U.N. Security Council diplomats
                said on Tuesday they were losing hope Washington would
                bend on its demand for immunity for its peacekeepers from a
                new global war crimes court and would begin preparing for an
                orderly shutdown of the U.N. mission in Bosnia.

From what I heard it's the U.S. envolvement in the UN police training program that the U.S. is backing out of. Ground troops are not affected yet.

Personally, it's about time that everyone leaves that place, and I mean everyone - NATO and the UN! They (the ex-yugoslavi nations) have received the help they needed, now it's about (explicative) time that they learned to stand on their own to feet.
