Wife and I bought a house last year that has about 4 ft of backyard because of some trees and heavy brush.   We just got a puppy, and we want to clear it out before he gets to be big (should be around 70 lbs).

My questions is........do the rates tree services charge change throughout the year.  Would fall/winter be cheaper than spring/summer?

How big are the trees vs your property?
You could get a chainsaw and cut them up for burning in a new backyard patio pit.

I plan on doing that for a couple, but there are a few that are closer than 10 ft from the house and are probably 50/60 ft.

All I can offer is that rates vary tremendously from service to service, so call a few of them.  I had a job done for $1,500 that someone else quoted $3,000 for, to do the exact same work.

What he said. That and just ask people around town. Rates can very greatly. Depending on how much you need done some will give day rates.
