I understand that a gun I make myself, either from scratch or from any kind of partial receiver (i.e. AK flat) is non-transferable.

However, if I buy a finished receiver (presumably from a FFL but not necessarily) and build a semi-auto long gun from a parts kit on it, such long gun would be fully transferrable, right?

While you can't make them for the purpose of resale, you may sell made from scratch firearms. It's the BATF's opinion that they must  be marked in accordance with the regulations when transfered.
