OK, so another member and I want to trade guns.  We are both in different states.  Can he ship his handgun to my FFL without going through a FFL in his state?  How can he accomplish this?  What does he need from my FFL?  What does my FFL need from him?

An FFL can receive a firearm from anyone. That is what his license is for.

This is from the ATF Frequently Asked Questions page:

(B3) May an unlicensed person (you) obtain a firearm from an out-of-State source (the guy who is selling/trading it) if the person arranges to obtain the firearm through a licensed dealer in the purchaser’s own State?

A person not licensed under the GCA  (you) and not prohibited from acquiring firearms may purchase a firearm from an out-of-State source and obtain the firearm if an arrangement is made with a licensed dealer in the purchaser's State of residence (your FFL) for the purchaser (you) to obtain the firearm from the dealer (your FFL).

The previous poster responded with the correct ATF quotes on legality, as per Federal Law (THANK YOU!!!), HOWEVER, keep in mind that it also has to be legal as per State Law.

Now, I only know of one state, NY, that tries to regulate this practice, and that is primarily on the incoming side.  When shipping a gun to an FFL in NY, it MUST come from an FFL elsewhere, otherwise the FFL in NY has no way to log it in with the NY State Authorities.  It becomes Contraband is my understanding.

Just a reminder to check the applicable State Laws in your State and the other guy's State before sending the guns to each other's FFLs.  99.9% chance there is no problem, but always better to check first.

Unfortunately, compared to the Federal Laws, it is harder to get a good reference for all of the State Laws.

Yes, as long as the item crosses a state line.
