It doesn't. Perfectly legal under international law. Frankly, I'm surprised the US decided to obey the law in this case. I kinda figgered it'd be business as usual. We must be up to something. As others have said, you can bet there'll be an "eye in the sky" on this load....

Maybe letting the ship go to Yemen is the US Government's way of apologizing for attacking al-queda on yemeni soil without their permission.
