I have one- ordered it a few weeks ago.
Any reason why it only spins for a few seconds (less than 10?)
A kid at my church had one (just a plastic one, not one of those high end deals) and I asked to see it and it must've spun for 30 seconds or so.

Also this Arf one seems out of round a bit when looking at it in rotation- is that normal?

WEIGHT!!  I bought 2 of the Arf and neither spin long at all.  All the cheapo 3 lobe/arm ones my kids have spin close to 2 mins.  BUT those all have some crap bearings installed in the lobes which adds weight.  Think about how a flywheel or gyro works.  The plastic the bolt face is made of is not heavy enough, no inertia.

Just get the kid an AR-15. There's so many things to fidget with, kind of like a fidget dice. Pull charging handle, close dust cover, bolt release button, mag release button , insert magazine, pull trigger, butt stock adjustment, safety lever.

Just kidding. A firearm is not a fidget toy.

Sadly this is true.  The one we got would only spin for 5 seconds.

My son replaced the bearing with a better one, added finger pads, and now it will spin for almost 2 minutes.

A little trick to improve the bearing.
Remove the seals on the bearing, and wash it with 91% alcohol, Denat alcohol, or paint thinner.
Don't replace the seals and use finger caps, it'll spin much better.
