Just another shakedown of the wealthier nations. They have to keep coming up with new schemes and reasons to take our money.
See, if they were really interested in taxing fossil fuels to encourage people to conserve their use then it would be a universal tax. But that would effect the third-worlders negatively, even though it would cost us far more. And that's really what this is about: transferring more of our money to them under some BS title.
