It's funny about cultures!  Here on the East Coast, a biker riding the line could break any variety of laws and/or incur the wrath of pissed off motorists yet on the Left Coast, it's permitted and motorists recognize and accept the habit.

As it was explained to me by a Kali Gunny Biker, they ride the line in slow traffic because an idling bike will overheat and you lessen the chance of being crushed if someone behind you doesn't stop in time or is hit by someone else who doesn't stop in time.

Personally, I would never do it because roads here are apparently narrower than out west, and drivers in this area are fucking morons.

It has nothing to do with culture and everything to do with state DMV laws.

I most states, splitting lanes is illegal. In some, it's allowed only when traffic in all lanes has completely stopped. In California, with some of the worst traffic congestion in the country, splitting lanes is approved and completely legal. Motorcyclists can also use HOV (high occupancy vehicle) lanes.
