In Texas, I want to put a pistol grip and Collapsing stock on a Mini-14, It having two evil features would make this act illegal, Could I have the stock pinned or welded, or would it still be illegal?  Does it absolutely have to come from the manufacturer pinned or welded for it to be legal?

Absolutely? No. Many have gone with the "from the manufacturer" route because it's easier. If for some reason your mini 14 is inspected and you mention you made it permanent yourself you might get closer scrutiny but as long as you follow the descriptions of what the BATF considers perminent then you should pass.
