My last notebook computer ran Vista Ultimate and I got along with it just fine.  It came with a program called Smart Battery that allowed a setting where the battery would charge up to 70% and then stop charging.  This greatly increases the battery lifetime because lithium ion batteries don't last as long if kept fully charged or get deeply discharged too often.

My current notebook computer sits on my desk at home plugged into the wall 99.99% of the time.  I have discharged the battery down to about 60% and removed it.  I would rather have the battery in the computer to act as a UPS in case of a power failure but don't want to keep it fully charged.  Is there an aftermarket program that allows this under Windows 8.1?
