My wife moved the too bar from the bottom of the screen to the top!How the hell do i get it back to the bottom?Thanks

Right click on it and make sure it's not 'locked'.
THen you should be able to just drag it where you want.

I think you can hold a left click and drag the bar back.

I can only move the bottom of it down so far,and can't move the top at all!

Grab the middle of the bar, not the bottom of it, left click, drag to the bottom of the screen.
