I live in Az and would like to buy a large enough piece of land that would allow me to shoot on my own property.  I know ideally I should look for something bordered by BLM land on three sides, but my worst-case scenario would be that neighbors eventually build around me.  Sometime ago I recall reading that all shooting must be done at least 1/4 mile from any occupied structure.  I am not sure if there is any truth to this or not.

I would be building dirt berms along the sides and back of the range area, at the very least, and possibly digging out the downrage and shooting areas so that they were actually below the ground level (in addition to having dirt berms) to reduce the risk of strats and richochets making it off my property.

Can anyone point me in the right direction?  I am considering speaking to an attorney, hoping that he might better understand the laws, although I'm not sure how often this sort of issue comes up.
