Pistol upper, SBR upper....no difference.

Responsibility of the buyer to know the laws in his state.

So the seller bears no responsibility as long as they're legal in the state/s of sale?

If your spidey sense is tingling don't sell it.  If you feel comfortable with the individual you are communicating with then sell it.  As long as specific questions are asked.

For instance the obvious.
"This is a short barreled upper, do you have a firearm legal to attach it to such as a pistol lower or an NFA SBR lower?"

If the guy says no to both that answers your question.
