Why is it that LTL projectiles for example, rubber bullets or bean-bag projectiles are restricted to the public but lethal ammunition is not?

If you notice in Mil/LE magazines such as US Cavalry it states below LTL projectiles, RESTRICTED!! "You must provide a sighed letterhead from your departed before ordering LTL products.

I don't get it.

Probably because there are idiots out there that would go around shooting people with these for kicks (thinking "hey they are non lethal' - like paintball guns).  Then discovering under some conditions THEY ARE LETHAL.

If you buy real bullets at least you start out knowing they WILL KILL so don't screw around with them.

The way it's been explained to me is that it's a manufacturers restriction, not a legal one.

Imagine the lawsuit against say, DefTec if their LTL rounds were used in a bank robbery.

Is there some kind of law that prohibits the sale of LTL projectiles to the public? I want some rubber bullets and a couple bean-bags

If that were true every time some tool killed someone the manufacture of the ammunition would get sued. There are laws in place that prohibit this

There are no laws that prevent an ammo manufacturer from being sued.  It's happened before (remember Black Talons?)

Imagine these scenarios. A bank robbery INITIATED by everyone in the bank getting shot with beanbag rounds.

Two of them die.

Billybob shoots his uncle at a family gathering.  Unfortunately BB is untrained in LTL deployment and fires at a range of less than 10' rupturing the uncle's aorta.

Now, what is scumbag lawyer going to do?

No, just a few out-of-control liability lawyers.
