Republicans should enact taxes on transgender surgery and have yearly renewals for those who "transitioned" so that they can keep their temporary state sanctioned gender identify. If you keep the gender that is on your original birth certificate that is your free one. Anything else gets the clerical fees every fucking year till you leave. That will get them to fuck off somewhere else. Tax abortions too.

States with no State Income Tax could probably get away with it from a strictly legal stand point, obviously they couldn't block voting in the Federal Election. of course the Fed would threaten, file a legal challenge in some agreeable court, etc.
