Is it the accepted norm that you should not work a muscle group more than once a week?  Does working it twice a week cause degradation?

Depends on your goal.

Heavy lifting, yes, avoid directly working that muscle for about a week, sometimes longer

Endurance, nope, a few times a week is ok depending on what you are doing.

My goal is to gain strength, endurance, and a little mass without exacerbating my shoulder problems or degrading muscles that I am working.

You should work that group again as soon as you are recovered enough to execute your next planned workout.  Don't tie it to a calendar.

Well if you have a shoulder injury you'll want that to be full recovered before you work it again.

My shoulders have been bothering me for years.  I have just learned to live with the problems and accept the fact that I cannot do presses and most shoulder and chest exercises.  Maybe I added confusion by mentioning my shoulders.

I was referring to recovery of healthy muscle groups.  For example, if I work my back and biceps today, should I give them a week before working them again?

If you are lifting until muscular failure, yes.  If not, then you can do them sooner but that depends on how your body feels. You'll have to gauge that yourself.

When I was doing one of the stupid "body builder" routines once a week was all I could handle and I made very little progress.

When I switched to a lower volume strength training routine that hit each group 2-3 times per week I made much better gains.

IMHO if you have to wait a week between lifts you are over training those muscles.

Same here. Lately I've been doing 3X5 squats and deadlifts twice a week, with a week off every once in a while. I'm also doing Crossfit metcons that work the same muscles for shorter periods of time with lighter weights. Although I'm getting ready for competition and will probably back off a bit afterwards.
