ETA: The answer is yes.  ND District has two judges, both Trump appointees. Two SR judges, one Reagan and one Bush 41.

Appeals go to the 8th Cir. which is overwhelmingly appointed by Bush, Bush or Trump. It looks like 11 to 1 or thereabouts.

Edit: Damn, 8th Cir is stacked. 10R and 1D active and 17-1 if you count Senior judges. I bet that Obama appointee is getting good practice writing dissents.

SUMMARY:

Section 242 of Title 18 makes it a crime for a person acting under color of any law to willfully deprive a person of a right or privilege protected by the Constitution or laws of the United States.
For the purpose of Section 242, acts under "color of law" include acts not only done by federal, state, or local officials within their lawful authority, but also acts done beyond the bounds of that official's lawful authority, if the acts are done while the official is purporting to or pretending to act in the performance of his/her official duties. In the entire path between them and the Supreme Court (District Court and 8th Cir) there is **one** Democrat appointed judge, and that includes Seniors should they be brought in. The District Court Judge will be a Trump judge. An appellate panel will be at worst 2 to 1. The en banc will be 10 to 1, at worst. They did a nice job forum shopping this one. They'll get a fair hearing.
