Russia has said it will carry out pre-emptive strikes ANYWERE in the world in its fight with terrorists, however they have specifically ruled out nuclear weapons as an option……

"Russia says it will launch pre-emptive strikes on bases used for training militants, a senior general said.

The threats came as Beslan residents prepared to bury more of the 335 people killed in the bloody end to the siege.

Russia confirmed it would step up its fight against rebel bases.

"As for launching pre-emptive strikes on terrorist bases, we will carry out all measures to liquidate terrorist bases in any region of the world," General Yuri Baluevsky was quoted as saying by Russian news agencies.

"However, this does not mean that we will launch nuclear strikes."


So it looks like they are 'getting with the program' at last… but no 'Self Illuminating Glass Surfaced Parking Lots' are on offer.

Everything is on the table except nukes… expect the Spetznaz to start making 'house calls" like they did in Kuwait last year when the wacked a Chechen leader who had been granted Political Asylum… they are mad as hell!

BTW… your new avatar is MUCH better than that scary eye you had…

According to Gen. Tommy Franks in his book, we had (have?) tactical nukes that can be fired from Howitzers. That's not a "Fat Man" or even a "Little Boy" so everybody just needs to get over it. If it takes a tactical nuke to get a terrorist at the bottom of a Tora Bora cave, so be it. We are not talking about taking out innocent civilians, just some heavy-duty excavation work.

Then they may start doing that here and in Great Brittain.
Chechen rebel leaders are in both countries.

Well, I think the central problem for the Russians is in keeping public opinion on the government's side.  The continuous terror attacks have undermined the public's confidence in their government.  What I'm trying to point out is that the Russian declaration of "no nukes" is not a message to the terrorists, it's a message to their own people.  You have to understand that the Russian military's campaign in Chechnya has resulted in more deaths among Russians than Chechens.  This is because Russians are the majority.  Many people here in the West don't understand this basic situation.  The Chechens are trying to break a region away from Russian sovereignty that has a Russian majority.  
Bottom line, the Russian government wants to assure its own citizens that it won't use nuclear weapons on THEM!

Not sure what you are counting, but 4,000 dead Russian soldiers and something like 100,000 dead Chechens thus far.  Of course, the Russian government lied about their number of dead and inflated the other number--just like the US has always done.

Russia needs serious government reform.  The hard line strategy will only get more innocents killed.

The stats aren't complete without including Russian civilians.  They've taken a brutal beating in lives lost, homes lost.  No one knows what the exact numbers are; Chechens vs. Russians, suffice it to say that the Russian military's corruption, heavy handedness, and overall inefficiency as well as the Russian government's lack of candor, has contributed to an enormous and well deserved credibility gap with the Russian civilians, especially the ones in the "breakaway republics".

I'm no expert on the Russian language, but he could just as easily have said, "We will not launch nuclear strikes".  Instead, what he did say could be interpreted as, "We will not necessarily launch nuclear strikes".  I mean, why even mention it at all?  It seems to me that bringing it up in front of the press was meant to send a message.  His meaning is ambiguous at best.

They are no longer around, taken out of service from one of the Nuclear treaties.  BTW, they were Neutron "Bombs".
