I was sitting here watching cops and in the last few calls it has seemed to be a few plain clothes cops just wearing street clothes on the calls, who are these guys and what are they doing on these calls, why aren't they in uniform?

I'm not sure which episodes you are referring to but I would guess that plain cloths cops are just that.  Perhaps detectives, perhaps an undercover unit.  It may just be that they were closer to a situation or are assigned to work in plain cloths. Nothing reallu unusual about that.

NYCPD has, or at least used to have, street crime units which were patrol officers (not detectives) in plainclothes.  This just made it easier to move around unobserved.  They would respond to various calls, as needed.

NYPD had and currently continues to have several plainclothes units. These include:

SNEU (Street Crime Enforcement unit)
Anti-Crime ( Precinct based units staffed by PO's not Det's)
Intelligence
OCCB (Organized Crime Control Bureau)
Gang Unit (another precinct based unit staffed with PO's)


And I am sure there are a few more that I am unaware of and I think that SNEU may have a new name...but it is the same unit. Waverunnre would be more up-to-date about this than I would.

I’m dating myself badly with my comments, above.  I worked as a Federal LEO in NYC in the 1970’s and these guys were always pouncing on me.  (Come to think of it, I believe the Stake-Out Squad was still working when I started.)
