There is a house that had the plumbing winterized for the winter. The water is turned on again at the street but what do I need to do before I turn the on the main valve in the house?

I am wondering about the water heater specifically, what positions should the valves be in?

It's a GE smartwater gg50t6a (i think) 50 gallon.

Turn on the water and bleed the air out of the pipes , be sure a hot tap is open to let the air out of the tank. Go around all the faucets and let them run till no air comes out.  THEN you can turn on the power or light the pilot for the hot water tank.
