On my broadband/phone jack, only the red and green wires are hooked up.  However, the cable running has four wires, red, green, black, and yellow.  What are the other two wires for?

The mnemonic for the wire pairs is as follows:
Bumblebees (Yellow / Black) and Christmas Trees (Red / Green)

The unused pair is for the second phone line that you're not using.

Yes.
When you call Ma Bell to have them add a second line, they don't have to re-wire your house.  They just plug in the other pair at the demarcation box.  Voila!  Second line!

There's more truth there than you are joking about. In the old days, the wires were referred to as "talk-pair" and "spare-pair". We would do a "hookswitch bypass" on your phone jumper the spare pair to the talk pair and then connect our listening station to the spare-pair with the help of a line amplifier.

Nowadays, they just call up the phone company and have them arrange the tap as long as they have a Title III warrant. (Title 3 of the US Omnibus Crime Act, 1968)

But then again, I haven't dealt with this since the Patriot Act was signed, so I'm not really sure how it's done now.
