I have a 2000 Suzuki RM250 that I have in the garage, just sitting there, that I would like to get rid of. when I bought it, in 2005, the previous owner did
not have a registration for it to give me. I did not know at the time that you needed a registration even for a dirtbike. I would like to sell said dirtbike but need a registartion in order to do so. I can not find the person who sold me the bike or the lessor who financed it for them.in order to try to get AZ to write me a
new tag/registration. I cannot even ride this bike on trails since it doesn't have a tag.

There's no question in your post, but how about you call the DMV? They're going to be able to answer any questions you have.

Just go to your DMV and fill out a request for Certificate or proof of ownership form. They will run the VIN and make sure it is not stolen. In Michigan its is easy and will just have to pay sales tax plus a title fee as long as it is not being tagged for public road use.

The DMV said to send a certified letter to the owner and the lessor but it is a little difficult when the addresses are no longer valid.

The lessor does not exist anymore and who knows where the registered owner lives.

Granted, this is applying logic to government which is dangerous and generally makes you look dumb, but I'd imagine that letter is something along the lins of "Hey this guy is trying to register this, it isn't stolen is it? Speak now or forever hold your peace"

DMV says it's not reported stolen but does show a lien against it.
