Very close, he was actually a dual Canadian/American citizen.

As I recall, he still had a very large amount of cash upon him when he was killed.  Which means there are some honest police men out there.

Shot with a .22 in the back of the head, and no one heard anything?  Who does that sound like?

Rumors at the time said it was a Mossad action.  Which makes sense, since Saddam had the gun built pointed towards Israel.
