I need some help.  I'm using Windows Vista x64.

Every time I try and download something, some kind of scanner detects a virus and deletes the download before it completes.  I run Zone Alarm and AVG but neither of those programs is causing the issue since I have disabled and uninstalled both of them.  I'm 99.9999% certain these files do not contain a virus.  I've tried downloading various files from download.com such as Avast, CCcleaner, and others that should be safe.  This happens regardless of what browser I use (Mozilla, Safari, IE).  When I use IE, it goes through the download but then I get an alert that the file contains a virus and has been deleted.  It looks like it could be a windows security alert.

I'm trying to figure out what is considering these files as viruses and how can I deactivate it.  Any help would be appreciated.

What kind of scanner program is doing this?

Give us some real data or nobody will be able to help you.

Oh...ditch Vista.  What a hog.   Get 7, the 64 bit version.  You'll be happy you did.

I get the alert on the bottom when I try and download something.  The virus and firewall programs I run are AVG and Zone Alarm.  I've uninstalled and/or disabled both of them.

Learn more didn't really help me.  It just took me to the help section that basically says make sure you have virus software installed, don't open unknown e-mail attachments, etc.
I really want to know what is causing the alert at the bottom.  If I can find it, I can disable it or adjust the settings.  The screenshots are from IE but this issue is happening in every browser I've tried so it has to be a program.

Use this search string in Google:

viruses that block installation of antivirus software
It'll give you some good leads.

You may end up having to boot from a CD or DVD and then work it out.

If you can't even do that, then the virus may be in your PC's firmware in which case it really takes an expert to clean it up.

Download the most recent version of MalwareBytes on another PC. Install on the problem PC, then run a quick scan, reboot, and run a full scan.

I just tried the advice that was on Mozilla's website found here.  I was able to download programs through Mozilla now I just have to figure out how to do the same thing or something similar with Internet Explorer which I am still unable to download without getting an alert.

I am also trying Malwarebytes.

Looks like it's either Windows' firewall or your browser's built-in file scan.  You should be able to disable the browser's scan, as I would leave the firewall intact.

Be aware that cnet is no longer a safe place to download programs such as ccleaner.
I downloaded ccleaner off the site and was infected with 2or3 trojans.
I only found this out after googling the problems that I was having and the first result was a link to the cnet forum were countless others have had the same problem.

When I get home tonight I'll see if i can find the link in my history
