The .gov can listen to your conversations even if your phone is turned off.  The only way to avoid it is to remove the battery.  They say it's to monitor known Mafia members.

Feds now have the ability (and apparently desire) to use cell-phones to listen in on conversations.  Outside of telephone calls, I mean.  Effectively turns every cellular phone into a potential bug.
