I have been dabbling in photography a little for about a year and the software that came with my Nikon has been adequate but now I want more. I'm looking at photoshop elements 14 and paint shop pro x8 ultimate. I'm mainly looking at those because they are on sale on Amazon. Does anyone here have any input to add on those products or recommend another. Thanks.

Is it really worth paying $10 a month forever? I guess you constantly get  updates without having to purchase new software.

Depends on how much you plan to use it I guess.  I actually have the "All Apps" plan since I do video editing, etc. and it works out much better being able to download all of the Adobe Apps for one price per month.  (I use Premiere Pro, After Effects, Photoshop, Bridge, Illustrator, Dreamweaver, etc.).

For $120 per year, you get an always up-to-date Lightroom and Photoshop.

If you don't use a pixel editor like Photoshop or PaintShop Pro, you might be better off buying just LR. But that deal is hard to beat.

I have been a user of PaintShop Pro since long before Corel bought it. Good software. Uses most of the same plug-ins as Adobe's Photoshop.

That said, the $10/month Lightroom + Photoshop bundle from Adobe is a great option.
I have that bundle plus PaintShop Pro 17.

This is what I'm currently running. I don't use photoshop very often but it's used enough to make it worth having around. Lightroom alone is easily worth the $10 a month.

33 cents a day +/-

Before you pull the trigger, check out CaptureOne software.  It's more expensive, but you may like it better.
