I have a current passport which expires 2016. I have changed my residence. There is NO address on my passport. Do I need to worry about it? Do I need to let the gubmint know?

Don't think so. I have changed address 3 times since I got mine. I used it less than a month ago.

There is no requirement to notify them of an address change. If you want to notify them (for example to make notifying next of kin etc easier if you are killed overseas) you can update the address stored in State Department records by completing a DS-5504 Data Correction form.

There are spaces on the Passport to fill in 'optional' information, such as address, telephone, next of kin, etc. It states (or did at one time) to use pencil when filling in the 'optional' information so that it can be easily changed.
