He was using PrimoPDF, but it won't let you delete pages. He doesn't want Adobe b/c most of our other computers in the office have it, but needs something when he is out in the field. |

Don't ever recall seeing a free Windows PDF product that lets you edit the file. Some people will use a product to revert the PDF back to txt, doc, rtf etc, do edits there and then recreate the PDF. The only free product I recall that claimed PDF editing ran on Linux.
Maybe try a look over at sourceforge.net or freshmeat.net and maybe something will show up in a search. ETA: saw a couple of comments at sourceforge where there are some folks running the linux based PDFEdit on WIndows using Cygwin. May be more trouble than you want to mess with and I don't know how good of a job it does. http://sourceforge.net/projects/pdfedit/ |

An upside down page is an indication the source is a "scan to PDF" in which case the text will be completely un-editable anyway (even in Adobe Acrobat). There is a series of free (with ads) programs by the PDF995 guys, one of them may allow you to do page deletes and rotates. (Search Google for "pdf995" and you'll find it.) You can pay a reasonably small fee to get rid of the ads if they bug you. Otherwise, I might suggest that simply having a couple of staff members able to receive an email attachment and follow instructions would be better. The Boss probably shouldn't be spending time farting around with file formats anyway, that's what underlings are for. :) |

This looks interesting. It has some free parts that look like you can rotate pages. And then it seems like you could split the pages aprt and then reassemble without the page(s) you want to delete. Looks like you have to pay to get the part that will edit static text, but that didn't sound like a need.

I will add another option to the mix regarding your two scenarios. I don't use a all-in-one solution for both things you are asking.
The first part regarding the creation of PDF documents can by done through Office, OpenOffice, and the various PDF "print" utilities like PDFCreator and CutePDF. For the second part regarding the deletion of pages I recommend PDFTK Builder. It's free (open source) and can do things like reorder, delete, and merge PDF documents.
