While your state may be different, generally grandparents have little to no say as far as "rights" go IF the parents object AND can show that they can raise the child.

Your neice needs to petition the courts and see if she can get a lawyer to express her reasoning for living with the grandparents. If she's a good kid with good grades it will help immensely.
