For some reason, I am having trouble getting Netflix to stream in HD. In fact, the video quality is very bad. It is very pixelated and blocky. It is like this on every device I try, including my PC, Nintendo Wii U and my Xbox 360. The Xbox and PC are both directly connected to my router via an Ethernet cable. The Wii U is wireless. The signal strength only goes up to 2 bars on my Xbox. I have Road Runner Turbo. My speed test shows a 21 Mbps download speed. I only run one device at a time when I try to watch Netflix. What could be the issue?

Their cloud sucks. They've been having issues for a week or so.

Port forwarding? put one in your DMZ and see if that helps.

I only use it on PC, so here's what I would check.

Go to your account page and click on manage video quality under the profile section.  See if the quality is set to medium or low.  Might need to change it to high for HD to work.

Personally, I have had no Netflix bandwidth issues like some have mentioned.

I find the medium is fine on my 24" panels, so I just set it there and left it.  I never use HD, so I can't really help further.

It was bad a few weeks ago too.    In fact I'm on right now because I got tired of it playing 5 mins, then having "trouble w the title" and having to restart the thing.

I checked the video settings, it's on the highest setting.

Update: I've been watching Netflix for the past hour or so. The video quality is much improved, at or near HD. It looks like the quality of the stream goes down in the evening but increases at it gets later in the night. This is not the first time I have observed this.

Me thinks their servers get raped during prime movie watching time and they can't handle the traffic.
