Radio Shack has all of that stuff, at least in their catalog. Your local electrical supply store should have those or at least can order them.

I'm not familiar with any low voltage timer relays. Making one with a 555 timer chip wouldn't be too difficult. Check out hobbyist oriented electronics books at Radio Shack or a bookstore.
[added in edit] Maybe you could use some sort of cheap electronic kitchen timer, and replace the thing that makes the sound with a very small relay. The small relay could switch a larger relay, to operate a heavier load. |
