So this kid is a barrel of monkeys to start with,  he loves when there is chaos like when you first let a dog out of it's pen,, or blow up a balloon and let it go.  or something with lots of buttons and effect.   I don't have kids so don't know much about modern toys, so is there a toy that is loaded with chaos?

Edit for some of the questions below:  Primarily for the kid to have fun,  but if it is annoying to the mom and grandma all the better.   My GF sisters kid.  he has a ton of cars, Thomas trains etc.

I once got him a whistle, haven't seen it since that day :)   Got him a flashlight and he likes to use it to see peoples faces better, so it is in storage

is this for your kid or as punishment to someone else? My parents and uncle had a little war going he bought us these fire helmets that had a siren on them for Xmas and the next year my parents bought them a ltiile drum set. The point is find stuff that makes noise and does not use batteries

EDIT the post above me is almost exactally what we had for some reason the batteries never got replaced in them

One BIG, and FAST, RC truck, with sound, and lights!

Also, there are some GI Joe scale tanks out there at Kmart and Toys R Us that feature a load of noises...

3 may be a little on the old side for it, but my neice is 27 months and loves her bubble maker my wife and I got her.  It fills the air with thousands of bubbles.  You can put it outside on a slightly windy day and just fill up the yard.  She loves running around in them trying to catch or pop everything.  It's a little on the chaos side when thousands of bubbles are flying everywhere.

This isn't the one we got her, but something like this one on amazon.

modern toys suck, lego sets, he may be ready for an erector set, creative things.

there is room for chaos because no one is telling him he cant create a battle cruiser and fly it around pretending to kill people, but at the same time its exercising creativity, giving him structured time to come up with something, and all in all are toys that he wont ever grow out of.

I <3 my erector set.

I would seriously think about the erector set, hes getting to be that age and its somethign you can always just keep buying parts for as gifts.

I got ahead on the battery thing and got her a nice charger that doesn't toast the batteries and a bunch of rechargable batteries because he had quite a few toys that required them and it was showing up as an issue

Soul-piercing sounds with dB directly tied to lung power, no training preferred, and as far as I know still used for music class in elementary school (i.e.- "legit purpose").

Airsoft guns.  He's entering that ten-year window when it's appropriate to use them.  There's slightly less chance of injury than with a pellet gun, and less likelihood of vandalism than with paintball.  The neighborhood pets will love him.

Go to Toys R Us. Everything is arranged by age. Go to the 3 year old aisle and find the noisiest toy there. The kid will love it, and mama will hate it. I did this for my nephew.

OK,  I'll check out all of these toys, but for sure am going to be watching craigslist for a real snare drum!  I'll give it to him at his grandmas house like it did his 5' x 5' inflatable fighter jet.
