Ok my response was based on a professional tattoo... let me totally rethink my allergic reaction to ink comment. You're friend is a moron and probably has an infection from a non-sterile needle or bad ink. Hit a walk in clinic and get some meds. If he feels to stupid to explain what he did. well i guess you really only need one arm huh.

Is it localized or spreading? If its localized it is probably an irritant introduced to the skin. If its spreading, he could be having an allergic reaction to it. BEST ADVICE - tell him to go to the damn doctor's office. Allerigc reactions can be minor or fatal. Better to have gone to see a doc and be called a numbskull than to be buried and remembered.
