Mexico Takes Out Full-Page Newspaper Ads Stressing Rights for Migrants

MEXICO CITY (AP) Mexico published advertisements in major newspapers in Mexico and in the United States on Monday saying
migrants should have the same rights as everyone else and calling it "indispensable" that the two countries reach a migration accord.

Published in English in The New York Times, The Washington Post, and the Los Angeles Times, and in Spanish in leading Mexico City newspapers, the full-page ads coincide with expected U.S. Senate debate on a bill that would extend fences along the U.S.-Mexico border crack down on illegal immigration with law enforcement and the military.

"Acknowledging the sovereign right of each country to regulate the entrance of foreigners, it is indispensable to find a solution for the undocumented population that lives in the United States and contributes to the development of the country, so that people can be fully incorporated into their actual communities, with the same rights and duties," the ad read.

The ad's content was taken primarily from a report outlining the goals and recommendations of a committee of Mexican legislators, executive branch officials, diplomats, academics, foreign policy experts and social group leaders.

The ad states that Mexico wants "a far-reaching guest workers scheme" and that "in order for a guest workers program to be viable, Mexico should participate in its design, management, supervision and evaluation."

"Mexico does not promote undocumented migration," it read, adding that Mexico "is committed to fighting all forms of human smuggling and related criminal activities."


But both countries share the responsibility in dealing with the issue -- which was complicated immensely after the Sept. 11 attacks and Washington's subsequent moves to beef up security along its borders, Mexico said in the ads.

It also acknowledged that it needs to create incentives for its citizens to return home, and suggested offering housing credits.

And it called for the creation of a cross-border medical insurance system, while proposing that Mexicans living and working in the United States continue to qualify for pension programs in their native country.

President Vicente Fox's spokesman Ruben Aguilar said Monday that Mexico published the ads to make the government's views "better known and evaluated by relevant actors who participate in the migration debate."

He added that the debate is "in its most-important moments."

The U.S. House of Representatives has already passed the proposed border protection, anti-terrorism and illegal immigration control act, and the Senate is expected to take it up by the end of this month.

Ruben Aguilar's comments come as Mexico heads into a pair of high-level meetings with President Bush's administration. That includes a trilateral summit with Canada next week in the Caribbean resort city of Cancun, Mexico.

Barring such an accord, Aguilar says Mexico at the very least believes a guest-worker program for hundreds of thousands of Mexicans could be approved by the U-S Congress.

Its already "one America" in their eyes, and has been for years. While we routinely label ourselves as the only "America", lots of other countries call us "Norte America", North America, etc. They consider themselves "Americans "already.

I have heard about this. The Mexican Army is controlled by the drug lords over there. If a drug lord has a problem with an American rancher, the Mexican Army comes across and harasses him. Maybe we should put our military on the border. I would love to hear that the National Guard shot up some Mexican military unit that crossed the border.

They are all taking off of work on Friday here in Kansas City to protest the legislation up on the hill! They think that not going to work and not shopping is going to get them heard. Where I work the 3 we have only show up half of the time, so it will be about normal day.

After Slavery was abolished there was a system of Convict Labor in parts of this country for awhile

When the country went into Depression FDR outlawed Convict Labor to put Americans back to work

QUESTION: If a citizen in the states of Texas, New Mexico or Arizona has his house invaded and "has a reasonable fear for his safety/life" what are his rights of self defense? NOW- If a rancher or farmer comes across armed individuals on his property and has the same concern, HOW WOULD THAT DIFFER?

In brief she stated "After they're deported If they return they can be charged with a felony and face up to 20 years in prison " Ooh I bet those MS-13 guys are shaking in their boots right now

Unless we seal the Border and stop rewarding Illegal Behaviour they will come back

Exactly. Politicians are bought and paid for. Until recently I, like most Americans, never really realized how much that should piss me off. The founding fathers never intended for politics to be a career. Back then men "stood" for election, they did not "run" for election. Soliciting votes was considered to be beneath one's dignity. Men served when called upon by their fellows because they saw it as a civic duty.

Now? We mill around like fat, dazed farm animals while these liars, scoundrels and crooks, the Cunninghams and Traficants et al, construct a society that this generation's grandchildren are going to have a hell of a time dealing with. We bemoan the fate of our society and then go forth every two years and pull the levers and push the buttons in the voting booths that send the same damned crooks right back to Washington to do the same damned thing in the same old way.

Held hostage by a corrupt two party system, the average man is mortified that "the enemy" might gain power if he votes his conscience. Still, deep down I suspect he knows, as someone put it a few pages back, that the only difference between the two major parties is which greedy bastards they are going to give his hard earned money to.

Most of us are working hard to pay the bills and the little time I have I try to spend with the family
Americans are Drunk and walk around in a Stupor
Slaves to Entertainment Sports ,Pornography ETC.

El Guv'mint de Mexico thinks a lot of itself, to come up with a scheme like this, trying to influence policy inside OUR border. Screw 'em. Wall up the border and put crew served weapons every 300 meters. Whatever crosses the border gets lit up. Problem solved.
