Lot of BS flying around on this thread so lets sort it out:

1) Ballistic Fingerprinting - ONLY sales of NEW HANDGUNS are required to submit the shell casings.  Transfers of used hanguns or any longarms do not require them.

2) Forms for transfers.  The only time you have to fill out a form for a transfer is if the weapon is on the 'Controlled Weapons List'  - basically that means if its:
1) A handgun
or
2) An Assault Weapon as defined by MARYLAND law (which is different from Federal Law).  For example your pre-ban SP1 would be considered an 'AW' meaning you have to fill out the form, pay the extra $10, and wait 8 days - However if you have a pre or post federal ban HBAR (SP1s have the thin barrels) you can transfer the AR just like any other longarm.

Longarms like shotguns and rifles do not require any paper unless they are on the 'AW' list (the only shotgun on the AW list that I recall is the Mossberg bullpup shotgun).

So no you don't need a form for a 10/22.

This applies to sales to/from individuals within the state.  If you buy from a store or a dealer you have to fill out the BATF form 4473 (this applies to anywhere in the USA - not just MD).  If you want to buy/sell to someone from out of state (even if its a relative) you must go through a dealer (again this is Federal law).

[b]*BINGO*[/b] that is the ONLY reason its there, PERIOD.  Don't let anyone try to tell you differently.  If it was to help solve crimes it would apply to all handguns (including used) and the shells would be handled in a way that meets Legal Evidence standards.

As of now its never been used to solve a crime, and even if they tried to use it - the 'evidence' would be inadmissible in court due to the way the casings are handled - they cannot prove the ones the State Police have WERE from the gun they ID'ed.  

Crazy?  Crazy like a fox - they found a neat way of limiting handguns to law abiding citizens while claiming it will help solve gun crimes (who could be against that?).  It effective bans most handguns w/o the political backlash of a ban and w/o creating a run on gun purchases most bans cause.
