[b]*BINGO*[/b] that is the ONLY reason its there, PERIOD. Don't let anyone try to tell you differently. If it was to help solve crimes it would apply to all handguns (including used) and the shells would be handled in a way that meets Legal Evidence standards.
As of now its never been used to solve a crime, and even if they tried to use it - the 'evidence' would be inadmissible in court due to the way the casings are handled - they cannot prove the ones the State Police have WERE from the gun they ID'ed.
Crazy? Crazy like a fox - they found a neat way of limiting handguns to law abiding citizens while claiming it will help solve gun crimes (who could be against that?). It effective bans most handguns w/o the political backlash of a ban and w/o creating a run on gun purchases most bans cause.
