Two men who claim that a boozed up, off-duty cop shot at them for no reason will receive more than $8 million in settlement money from the city, officials confirmed.

Hockey teammates Joseph Felice and Robert Borrelli were heading home from a game in Pelham in Westchester County in April 2014 when disgraced ex-NYPD Officer Brendan Cronin blasted 14 rounds at their car.

Felice — who was hit six times — nearly died.

Under the settlement, $6.9 million will go to Felice and $1.275 million to Borrelli.

Are there rules they still have to follow while off duty? Still required to carry off duty, like Axel Foley?

Well, this is NYC and mere citizens can't carry guns but this guy was carrying the gun he used to shoot the victims by permission of the city.

Sortof like the reverse of the 'gun free zone' thing.

Not that I agree with it but I see the logic (if that is what it was)

They trained him, probably an agency owned weapon.  Plus, since he was their officer, they have deeper pockets.  Agencies think they absolve themselves from civil liability by saying officers aren't allowed to do something usually end up paying no matter what when the officer does something on or off duty, good shoot or bad.  By virtue of the employment, they are on the hook.

If I new it was going to be a non-fatal GSW (odds are good with the NYPD actually), I'd be buying them drinks like crazy for that payout.

Completely agreeable, given the legal context.  What are the chances that he would be able to carry, much less even own, a HG in post-SAFE Act NYC, absent being a NYPD officer?  The city literally gave him the gun, so they own a fair part of the responsibility.
